Advancing Sustainable Water Solutions for San Diego’s Future
The North City Pure Water Facility (NCPWF) in San Diego is a cornerstone of the city’s Pure Water Program, designed to produce 30 million gallons per day (MGD) of highly purified water from treated wastewater. The facility employs a five-step purification process to ensure water quality exceeds drinking water standards.
By reducing reliance on imported water and minimizing ocean wastewater discharge, the NCPWF aims to supply one-third of San Diego’s water by 2035. This initiative enhances sustainability, water security, and resilience throughout the region.
Five-Step Purification Process
NCPWF’s treatment process includes the following advanced technologies:
- Ozonation: Begins the purification process by breaking down organic matter and neutralizing contaminants.
- Biologically Active Contactors (BACs): Utilize granular active carbon (GAC) and biofilm to biologically degrade trace organics such as pharmaceuticals and personal care products.
- Microfiltration: Removes suspended solids and larger particles from the water.
- Reverse Osmosis (RO): Uses semi-permeable membranes to eliminate dissolved salts, minerals, and large organic molecules.
- Advanced Oxidation (UV + Hydrogen Peroxide): Provides a final purification stage to destroy any remaining trace contaminants.
The purified water is then pumped to the Miramar Reservoir, where it is blended with other water sources before undergoing final treatment and distribution.

Orthos Centurion™ Underdrains in BACs
ORTHOS Centurion™ nozzle-based monolithic underdrains are installed in eight (8) 50′ x 15′ BACs, each containing 10 feet of granular activated carbon (GAC). These underdrains provide a robust, natural treatment barrier that enhances water safety and performance.
- Biofilm on GAC degrades trace organic compounds into harmless byproducts.
- Complements reverse osmosis (RO) by targeting low-molecular-weight compounds such as acetaminophen, formaldehyde, and NDMA.
-
Provides a redundant treatment barrier for improved water quality and public health protection.
